Who can participate in NWLB?
Any person who is currently unemployed.
Any person who has received a notice of termination or layoff from employment
Any person employed, but with a family income of $40,000 or less
Must be 18 years old
Must not have graduated from high school in the last two years
Must not be a full-time college student
